I have a 512kb/s adsl line and regular downloads via IE easily max out the line at just over 55KB/s. However Outlook 2003 with Office SP2 only downloads email from my POP3 server at about 1KB/s.
This same machine booted into Windows XP doesn't exhibit this problem. Has anyone else noticed this?
One of my guesses is that it had something to do with the new outgoing firewall options which may be throttling POP3 performance. However in a default Vista beta2 install the outgoing firewall rules aren't enabled, and I didn't see any specifically targetting POP3 anyway.

Extremely slow Outlook 2003 POP3 performance
the TCP/IP stack was rewritten for vista and longhorn, could be office 2003 is not working well with it, try outlook 2007 :-) the beta is free and i know it works well with vista, see if outlook 2007 has the same issue

Yep, I'm assuming some sort of app compatability issue here and I've logged a bug on it.
I was thinking of trying Outlook 2007 but at the moment I'm hedging my bets in terms of using Vista beta2 full time and having to go back to XP to do most of my daily work so I'm worried about the PST file format being upgraded and then not being able to use the PST with Outlook 2003 in XP.
